other is a routing entity, not a residence status. The app enum needs a catch-all for
people whose title is not one of the twelve modelled statuses, and for people who pick
"Something else / or you would rather not say". This file names the real legal bases behind
that bucket so the assistant can say which provision the person is probably on and hand
them to someone qualified — never answer a humanitarian or Duldung question from a template.
The bucket holds three unrelated populations. Narrow work and academic purposes too small
for their own entity: researchers (§ 18d) and the "other employment purposes" family under
§ 19c with the Beschäftigungsverordnung (au pair, seasonal work, further-training internships,
language teachers and specialty cooks, the experienced-professional route). **Humanitarian
titles** below the refugee/subsidiary layer held by refugee_protection.md: admission from
abroad (§§ 22, 23), national deportation bans (§ 25 Abs. 3), temporary humanitarian grounds
and trafficking victims (§ 25 Abs. 4, 4a, 4b), impossible departure (§ 25 Abs. 5), and the
integration routes for young people (§ 25a) and long-resident families (§ 25b). And
Duldung — not a residence title at all (§ 4 Abs. 1, SRC-291), yet the status many users
routed here actually hold.
Two structural facts drive everything. A Duldung suspends deportation but leaves the duty to
leave untouched (§ 60a Abs. 3, SRC-232) — anyone here on a Duldung has a legal problem, not a
paperwork problem. And § 7 Abs. 1 S. 3 (SRC-149) lets an authority issue a permit for a
purpose the Act does not foresee at all, so no list can be exhaustive.
Deep-coverage rule: no substantive advice. Route to Migrationsberatung für erwachsene
Zuwanderer (MBE), or a Jugendmigrationsdienst (JMD) for under-27s, plus the responsible
Ausländerbehörde. Anything touching Duldung, § 25 or deportation goes to specialised
counselling or a lawyer, not to AusHelp content.

The only process AusHelp should run itself. Read the title from the person's document
(Aufenthaltstitel or Duldungsbescheinigung), map the printed provision against 3.1–3.15,
and either hand off to the matching entity file or escalate under P11. Never infer a
humanitarian sub-status from circumstances — the printed provision governs.
The three realistic routes are § 25 Abs. 5 (deportation suspended 18 months, obstacle not
self-inflicted — SRC-231), § 25a (under 27, three years' residence, twelve months' Duldung,
schooling — SRC-286) and § 25b (six years, or four with a minor child, A2 German, livelihood
predominantly from own work — SRC-287). All three are counselling territory: the exclusion
grounds turn on identity documentation and cooperation history, which AusHelp cannot assess.
Default action for this file. Migrationsberatung für erwachsene Zuwanderer (MBE) for adults —
free of charge, delivered by the six welfare associations and the Bund der Vertriebenen, with
local offices findable through BAMF-NAvI (SRC-292). Jugendmigrationsdienste (JMD) for young
people aged 12 to 27, funded by the BMFSFJ, around 479 offices nationwide (SRC-293); the exact
MBE/JMD age boundary is recorded as OQ-1. Then the responsible Ausländerbehörde for the
decision itself (Berlin: LEA, CH-008) and BAMF for federal migration questions (CH-004).
