1. Overview

The Blaue Karte EU is the residence title for third-country nationals in highly qualified

employment. It requires a German or recognised/comparable foreign higher-education degree

(or, for IT specialists, at least three years of degree-level professional experience) and a

job offer of at least six months that meets an annually adjusted minimum salary. The German

implementation of Directive (EU) 2021/1883 lives in § 18g AufenthG (SRC-115, SRC-125).

The card is typically issued for four years; with a shorter employment contract it is issued

for the contract duration plus three months (SRC-125). It is one of the fastest routes to

permanent residence: a Niederlassungserlaubnis after 27 months of Blue Card employment with

pension contributions and basic German, or after 21 months with sufficient German (B1)

(SRC-117, SRC-125).

The status carries privileges most other work titles lack: spouses join without any German

language requirement and may work without restriction, absences abroad of up to twelve

months do not extinguish the title, and intra-EU mobility (short business stays and moving

between member states after twelve months) is simplified (SRC-118, SRC-119, SRC-120,

SRC-121, SRC-125).

4.1 First issuance (P1, P2)

Preconditions: recognised or comparable degree (or § 18g Abs. 2 IT experience), job offer of

at least six months at or above the applicable threshold (SRC-115); BA approval where the

reduced threshold or the IT route is used (SRC-115, SRC-126). Employers can shortcut the visa

stage via the accelerated procedure of § 81a, which explicitly covers § 18g and includes

reunification of spouse and minor children in the same procedure (SRC-123). Fee for issuance

of the title: €100 (SRC-124).

4.2 Renewal (P3)

General extension rules of § 8 apply (SRC-003); the reduced threshold applies at renewal only

within the windows of § 18g Abs. 6 (degree ≤ 3 years before the renewal application, or

< 24 months since the first reduced-threshold card) (SRC-115). A renewal filed before expiry

triggers Fiktionswirkung under § 81 Abs. 4 — the title is deemed to continue; the

Fiktionsbescheinigung documents this while waiting (SRC-002). Extension fee €93/€96 (SRC-124).

4.3 Transitions INTO the status (P4, P5)

From a § 16b study permit after graduation, or from § 18a/§ 18b skilled-worker permits —

in the latter case livelihood is deemed secured if the job does not change (§ 18g Abs. 5,

SRC-115). From another member state's Blue Card via long-term mobility after ≥ 12 months

there (6 months on second use of mobility), with the qualification check eased (§ 18i,

SRC-119). Inbound short-term business stays need no German title for up to 90 days in 180

(§ 18h, SRC-118).

4.4 Transitions OUT of the status (P7, P8)

Fast-track Niederlassungserlaubnis after 27 months of § 18g employment with pension

contributions and basic German, 21 months with B1 (§ 18c Abs. 2, SRC-117, SRC-125). The

title expires on the general grounds of § 51 Abs. 1; the absence limit is 12 months instead

of 6 (§ 51 Abs. 10, SRC-121). Premature end of employment must be reported within two weeks

(§ 82 Abs. 6, SRC-122).

1. Employer-change notification duty (first 12 months): § 18g Abs. 4 contains no affirmative Anzeigepflicht — only the ABH's power to suspend a change for 30 days. Whether a separate duty to report the change exists (beyond § 82 Abs. 6, which covers only premature termination) could not be verified: make-it-in-germany.com was unreachable (bot-protection block, 2026-08-26). Verify against make-it-in-germany/BMI.
2. Statutory anchor for card duration: "4 years, or contract + 3 months" is stated by BAMF (SRC-125) but the exact provision (AufenthG/AufenthV) was not located at Level A.
3. Directive text unverified: EUR-Lex fetches failed on 2026-08-26; the SRC-116 URL is best-effort and the directive's mobility article numbers are not cited anywhere above. All mobility claims rest on §§ 18h/18i AufenthG instead.
4. Effect of unemployment: grace period before revocation for a jobless Blue Card holder (and any § 52 withdrawal ground) not verified — do not advise on this yet.
