Submitting the underlying online application does not itself produce the certificate. Where an online route exists, LEA allocates the interview after reviewing it; otherwise request one via the contact form. Until the physical document exists, the application confirmation (or contact-form reply) is interim evidence the statutory fiction already applies — the legal effect does not wait for the paper.
